Why Europe
The EU has 1,923 active desalination plants with 7.61 million m³/day of capacity. Spain holds around 60% of that capacity, and the Spanish government has announced further expansion. A market that size keeps European distributors stocked with membranes, kits and SWRO spares.

For plants around the Mediterranean — Cyprus, Malta, Greece, Italy, Portugal — that means short transit times from stock held in Spain and elsewhere in the EU.
What buying in Europe gives you
- Traceability: every shipment identifies the distributor the part was bought from.
- Stock: access to inventory held for the EU's largest desalination market.
- One quotation covering equipment from several manufacturers.
What it does not change: origin
Buying in Europe does not make a product European. A Toray membrane is still Japanese-origin, and an ERI pressure exchanger or a FilmTec membrane is still US-origin, even when bought from a distributor in Spain. Origin is set by where the product was made.
This matters for duties. Chile, Mexico and Peru, among others, have trade agreements with the EU, but tariff preferences apply only to EU-origin goods with the proper proof of origin. Some desalination equipment is made in the EU; where that applies, the quotation says so.
Be wary of any supplier promising “European origin” for a membrane or pressure exchanger made outside the EU.
Documents
- Commercial invoice and packing list.
- Distributor invoice or confirmation identifying where the part was bought.
- Manufacturer's certificate of origin where the manufacturer issues one.
- Photos of the parts and their labels before dispatch.
- Air waybill (AWB) or bill of lading (B/L).

Frequently asked questions
Does buying in Europe qualify for preferential duty?
Only if the product is EU-origin and your country has a trade agreement with the EU. Buying a non-EU product in Europe does not change its origin.
Which documents show where the part was bought?
The distributor invoice or confirmation, which ships with the commercial invoice and packing list.
